I get this error when trying to dial the *130*4444# for Umoya Manje SASSA airtime and electricity.

Hi. This E152 error is very common with the service code and it normally occurs when your request is for some reasons failing to be process properly. All you have to do is to keep trying the USSD code and it should eventually go through.
