Hi. This will happen if it has just be reset with enabled FRP (Factory Reset Protection). In which case your will need to resort to this: http://satechhelp.co.za/9877/Return-Mobicel-Phone-Tablet-Firmware-Flashing Otherwise, make sure that the inserted SIM card has airtime or data bundles as you will be expected to enter the email address it was previously sync'd.
