Network problem

Hi, my phone is mobicel metro 2 (smart series) and I'm having a problem with it now.
There's no network at all and I don't know what why.
            But on top of the screen there's a symbol of an locked lock with a description of "App Permission management".
 I don't know what it means and I think that's what's causing the problem.

Help me what to do please to fix my phone.

Open the task bar and tap app permission to see which apps needs permission. But app permission lock can never disable your network, you might need to reload the firmware of your device. Please follow the given instructions on the link below.
