Hey - If you are certain that the device's system is just not frozen (i.e. it respond to the external keys like the power button and the volume buttons, the they touch will most likely have failed. I which case you will have to take it to your nearest Mobile Phone repairs shop to have the touch panel replaced. Please let us know if you can be of any further assistance on this.
