The phone got into water and remained submerged for some time. Now the phone will not charge neither with a similar phone nor with a universal charger.

Water being a good conductor has a tendency of discharging batteries past their acceptable minimum charge level. This result in its refusal to charge using ordinary means (this will include the use of a phone charger or a universal battery charge). What you can do to try and resurrect the battery id to force charge into the battery using a manipulation method until the battery's charge is equal to or above the acceptable level.
