I opened the scanner but the fuse is not visible. It indicates that there should be a 1A Fuse behind the power jack but there is none. Behind the power jack is a silver tin cover that I can't open? It is sealed with a silver tape.

The fuse (as with the Canoscan D600U) must be on the main PCB contained by the silver tin assembly wrapped in tape. Normally not user-replaceable friendly. Take apart steps available here http://www.carlmcmillan.com/CanonScanner/Canon.htm
