​This trick is known to be working mostly on smart phones.

Remove the batteries

Plug the device to the AC charger without the battery

Press and hold the power button for 20 sec

Remove it from the charger' ​Press and hold the power button for 20 sec *again* (without the battery)

Put the battery back and try again and allow the device to charge for at least 5 min.

I'm not sure if this trick can work on security cameras.
