Why is cell c network so poor?

Cell C being fairly new and thus yet a developing wireless service provider suffers from insufficiency of network towers. This results in either poor network coverage is certain areas or towers cogestion. To address all this, the company has a roaming agreement with the giant Vodacom - though the 3G service is almost imposible during roaming.
