Depends on android version:

On android 5.1

  1. Open the dialer
  2. Bottom right of the phone screen, there are 3 horizontal lines for more options
  3. Call settings 
  4. Choose network if your phone is dual SIM
  5. Call barring
  6. Cancel all or change barring password.

ON android 6.0.1

  1. Open the dialer
  2. In the search bar top right of the screen, there are 3 dots for more options.
  3. Settings
  4. Calls
  5. Other call settings 
  6. Call barring
  7. Cancel all callbarring or Change password.

Please comment below for call barring settings on other android versions.
