With the freezing, I would suggest you install and run the app called "App Cache cleaner (which I still think you can try first and observe) but the issue with the WiFi might require a hard reset. I however worked on a tablet (for client) which refused to turn on WiFi even after a reset. In such a case, the WiFi chip (or its dependency) will need to be replaced.
