What AG Chrome device do you have. Also do remember that most applications (like Whatsapp) will choose install onto the internal memory even if there is an SD card install. Clear application cache can help also. Settings > Apps > All > any.app.name > Clear cache... Otherwise, rooting is the ultimate measure to app storage space.
