I was use until it ran out of battery. I just plugged it to charge and it turned on and will not respond to any screen touch function and has 'Ipod is disabled connect to iTunes' on the screen. What does all that mean?

Hi. That happens when an incorrect unlock code has been entered to much. You will have to connect it to a computer or a Mac with iTunes to unlock it. There is a video tutorial here
