I bought a WiFi bundle, switched on my mobile hotspot, connected my laptop to the wifi, and it uses my airtime, not my wifi bundle

It is a Vodacom bundle that I bought on my Blackberry

Ok. Are you near any Vodacom G-connect WiFi hotspot where you are staying. A typical example of these WiFi hotspots would be the ones at Wimpy, KFC , Schools/colleges and so forth. I normally get free 2GB Telkom Mobile WiFi hotspot bundles when I recharge but I watch them expire each time without being able to use them as I am sadly not near any of their WiFi hotspots. Yes Telkom Mobile sell those as well but buying them is sadly not an option to me for the same reason.

Here https://gconnect.wirelessg.co.za/coverage.aspx is how you can find your nearest Vodacom G-connect WiFi hotspot, within which's range you will sadly have to be to use the WiFi bundles Vodacom offers.
