What could be the cause? It is acceptable for one slot two fail, but both at once? Could the be a broken shared-line giving rise to this?

Hi. Yes the two shares an IC. Try to flush the motherboard with methylated spirit and let it fully dry and retry it first. There is otherwise a more advance DIY tutorial for the issue here
