Hey Mpho, the SIM is not dead. It sounds like you have an active Call Forward (Call Divert). How you are to disable this call forward will depend of the phone you have. Let us know what phone you have and we will try and walk you through the deactivation steps. Otherwise, you can contact Vodacom's customer service from a different Vodacom SIM - this may be a wiser cause to take if PIN2 is required to deactivate the active Call Forward.
