This may be an app compatibility issue. If you have attempted a reboot and retried with no go, then a hard reset http://www.satechhelp.co.za/479/Hardreset-Vodafone-Vf685 may sadly be expedient.

Unless if you have USB debugging enabled and have access to a computer. If USB debugging is on, it should say so when the phone is connected to a PC on the pull-down notification bar with a rectangle like icon.

I just activated Talk back on my smart kicka and yes it does not require a double tab to unlock it. The locker (app locker drawer) you are using is not compatible with the talkback feature of your smart kicka, in this case a hard reset may be the only option for you.
