You need to hard reset the device on the recovery mode.

  1. Power off the device
  2. Hold down volume down( use volume up if volume down does not work)
  3. Before you release the volume button, press the power button
  4. Hold both buttons until you see the sinotec logo

The device will continue to the recovery mode, select wipe data the after select yes. Click reboot the the device is unlocked.
