Hey Tessa, this can happen for one of several reasons. Incorrect ID number used. Registering from a cell number that is not the same as the one associated with your SASSA account. At which stage (or what failure message) do you run into this failure? Kindly comment below and we will try and assist further. Also, if you have had to cancel this service in the past, then this should explain the failure.
